Recognition and Analysis of the causes of inefficiency of rural management from the native habitants’ viewpoint (Case study: Aran and Bidgol central district)

Abstract

Rural sustainable development is one the most important components of achievement to sustainable development in a national scale which is not doable without using an efficient management. Therefore, recognizing the problems ahead of local management in the scale of various geographical regions of the country and attempting to solve them by using proper course of actions could be instrumental. In the contemporary Iran, especially after the 1340s land reforms, the influence of the government bypassed the traditional management; but after a few decades passed, the government has not been able to submit an appropriate substitute. During the last decades, this issue has been a center for the attention of Iranian experts and researchers in the field of rural studies. In this article, by employing a combination of quantitative and qualitative research methods, the obstacles ahead of rural management from the viewpoint of Yazdel, Mohammad Abad, and Aliabad villages (Aran and Bidgol central district) were investigated. The results indicated of 23 causes affecting on inefficiency of rural management in local scale, which have were categorized in eight categories: lack of meritocratic, lack of information, preferring personal and ethnical interest to collective interest, lack of human and social capital, weakness in social and cultural planning, budget limitation, lack of providence, and operational and legal limitation. The totality of these causes are interacting systematically, so as it seems the only way to exit these problems is an integrated and systematic approach to the rural management in the frame of national development system
